This note gives some context to what we`ve seen so far on governments` approaches in this regard, and suggests an approach that businesses and organizations can use to address this issue. Although different European countries are at different stages of the viral pandemic, the basic elements of the response have many elements in common. Some countries resort to counselling, others to legal coercion (and others try counselling and then move on to coercion). For some, the underlying message is “stay/work from home if you can”, for others (especially if you are resorting to legal coercion) it is “don`t leave the house unless you have a necessary reason to do so”. They try to promote “social distancing” and thus discourage/ban non-essential gatherings: restaurants, bars, theaters, cinemas, stadiums, universities, schools; and non-essential travel: work remotely if you can. The law is essential to freedom because it protects citizens from misconduct and abuse. Therefore, it is important to increase public confidence in the safety and effectiveness of the vaccine so that more people can be vaccinated voluntarily. You must seek advice locally, which is required by local law.
In most countries, employees are encouraged/required to work from home if they can. This can cover the entire organization or only part of it. Subject to the requirements of local law, we recommend that you provide a description of the activities carried out locally by your organization or company and how these activities contribute to essential services, and ensure that each employee has a copy.
